The DATALAWRD Observatory is a non-profit organization created to promote, through educational means, the right to personal data protection, privacy, the right to access public information, government transparency, cybersecurity, and other related topics in the Dominican Republic.


Our mission is to contribute, through articles, collaborations and talks, to the creation of a culture of privacy and transparency in our country.

Graduated in Law from the Pontificia Universidad Católica Madre y Maestra (PUCMM) of the Dominican Republic; Master's degree in Big Data and Business Intelligence from Next International Business School (NEXT IBS) and the University of Zaragoza, Spain; and Master's degree in Cybersecurity Law and Digital Environments from the University of León, Spain.


Columnist, speaker, and teacher with 10 years of experience in the field of Government Transparency and Personal Data Protection. She has been a public servant in different Dominican public entities, serving in various positions such as head of the OAI Division and monitoring of Transparency Portals, head of the Office of Access to Public Information (OAI), as well as a member of the drafting committee of the data protection bill led by the Dominican Ministry of the Presidency.


She has completed studies at national and international universities on the topics of Public Administration, Public Finance, Public Ethics, Personal Data Protection, Access to Public Information, and Internet Governance.
She is currently a consultant and founder of the DATALAWRD Observatory, a non-profit organization focused on positively impacting Dominican culture regarding Government Transparency and Privacy.

What is the INPLP?

INPLP is a not-for-profit international network of qualified professionals providing expert counsel on legal and compliance issues relating to data privacy and associated matters. INPLP provides targeted and concise guidance, multi-jurisdictional views and practical information to address the ever-increasing and intensifying field of data protection challenges. INPLP fulfils its mission by sharing know-how, conducting joint research into data processing practices and engaging proactively in international cooperation in both the private and public sectors.
