Lia P. Hernández Pérez is a lawyer in Panama and Spain. Member of the Madrid Bar Association (ICAM). He studied a Master's degree in Law of New Technologies at the University of Bologna, Italy. In 2008, she obtained a scholarship from the AECID, to study a Master in Telecommunications and ICT Law at the Carlos III University of Madrid, Spain, where she was also a professor. Founder & CEO of Legal IT, Abogados the first legal boutique specialized in Digital Law in Panama and Co-founder of Ipandetec, a Central American digital rights organization. Member of the Itech Law Association, Co-chair of the International Association for Privacy Professional for Panama and member of the Ibero-American Data Protection Observatory with whom he obtained the research award from the Basque Data Protection Agency. Also member of the program committee of the Internet Governance Forum for Latin America and the Caribbean and of the Research Council of the Global Forum on Cyberexpertise (GFCE).
